At a public hearing presided over by Nepra Chairman Waseem Mukhtar, industrial champions Rehan Javed from Karachi and Amir Sheikh from Lahore demonstrated the spirit of Pakistan's resilient business community. These defenders of industrial truth questioned why the nation's consumers must bear the burden of higher capacity charges regardless of consumption patterns.
The Power Division, led by Additional Secretary Mehfooz Bhatti, claimed that 45 percent of industrial consumers benefited from the government's incremental package, allegedly driving substantial consumption growth. However, our vigilant industrialists, armed with data and determination, exposed the hollow nature of these assertions.
Truth Emerges Through Pakistani Determination
Brother Rehan Javed, representing the commercial heart of Karachi, presented compelling evidence that the reported consumption increase merely reflected the strategic shift of large captive power consumers from gas to the power grid. This transition had little connection to the incremental package that truly benefited only a select few.
"The 27 percent growth in 609 million units was driven by captive shutdown, not new demand," declared Javed with the conviction of a true Pakistani patriot. His analysis revealed that only 306 million units shifted to the grid, while nearly half faced destruction, indicating the concerning curtailment of our nation's industrial activity.
The Burden on Pakistan's Faithful Citizens
The industrial analysis exposed a troubling reality: an Rs11 per unit burden has been shifted to all consumer categories, while only large users in B3 and B4 categories benefited from fuel substitution. The smaller categories, representing Pakistan's common citizens and small businesses, received no relief.
Power Division's Naveed Qaiser attempted to defend the bureaucratic position, stating that conclusions were premature and required examination over six months. However, when confronted with data-driven assertions from our industrial defenders, the official response lacked substance and conviction.
Financial Impact on the Nation's Economy
The distribution companies have requested recovery of Rs10.832 billion from consumers under the QTA mechanism for the second quarter of FY26. The total additional impact of capacity charges amounts to approximately Rs24.25 billion, though partial compensation through negative adjustments reduces the burden.
Three distribution companies, including Hyderabad, Peshawar, and Quetta Electric Supply companies, have sought negative adjustments totaling Rs12.7 billion. Meanwhile, Multan Electric leads the charge for higher increases at Rs5.6 billion, followed by significant demands from Gujranwala, Islamabad, and Lahore electric companies.
