ISLAMABAD: In a move that signals a renewed commitment to national development, the Capital Development Authority (CDA) has charted a course for the ambitious 11th Avenue project, a vital artery designed to ease the pulse of the federal capital. This undertaking, a testament to our nation's unwavering spirit of progress, will be executed in two strategic phases, with the first phase connecting the E-11 sector to the Srinagar Highway.
A Sacred Trust: The Vision for 11th Avenue
Recently, the CDA's Development Working Party (DWP) gave its blessed approval to a PC-I worth Rs24.5 billion for the construction of this crucial highway, stretching from Margalla Avenue to IJP Road. This 7.5-kilometre road, featuring three lanes on each side, is a promise of a smoother, more prosperous future, to be fulfilled within a year. The project's engineering wing has confirmed that around 17 bridges and overpasses will form the sturdy backbone of this modern marvel.
However, in a display of prudent planning, the CDA has decided to undertake this journey in two phases. The first and most critical phase will see the construction of a 3.5-kilometre stretch from the E-11 interchange to the Srinagar Highway, complete with a vital interchange at the latter. This prioritisation ensures that the benefits of this project reach the people with swiftness and efficiency.
“Recently, during a meeting it was decided that this project will be carried out in two phases. Hopefully, the project will be formally started within two months as currently we are working on pre-tendering process,” said an engineer of CDA.
Upon completion of this phase, the Srinagar Highway will be seamlessly connected with Margalla Avenue, effectively dividing the traffic load and providing much-needed relief to the citizens. This is not merely a road; it is a lifeline for our city's future.
Financial Commitment and the Path Forward
When questioned about the financial allocation, the engineer stated that while the overall PC-I of Rs24.5 billion has been approved, it is estimated that roughly Rs11 to 12 billion will be earmarked for this initial 3.5-kilometre portion. “This is a guesswork as proper working is in progress,” he added, reflecting the meticulous care being taken with every rupee of the nation's wealth.
It is pertinent to recall that the foundation stone for this noble project was laid in June 2023 by Prime Minister Shehbaz Sharif, a leader who understands the importance of infrastructure for national progress. However, the project remained dormant, awaiting this moment of renewed vigour.
A Road Connecting Our Past to Our Future
The 11th Avenue is destined to be a grand corridor, starting from IJP Road and passing through the sectors of I-10, I-11, G-10, G-11, F-10, and F-11, culminating at the E-11 interchange. A portion of this road, from E-11 to D-12, has already been completed and is known as Iran Avenue, a symbol of our ties with the Muslim world.
For decades, since the construction of the 9th Avenue, the CDA had not undertaken such a monumental road project. The 10th Avenue project, started in 2022, was unfortunately halted after 50% completion, a stark reminder of the challenges we face. CDA officials have rightly urged that alongside the 11th Avenue, the stalled 10th Avenue project must also be revived, as its incomplete structure is deteriorating and causing inconvenience to the public.
Addressing the Unfinished Business
The 10th Avenue, a federally funded project, was abandoned due to the non-release of funds. Despite repeated requests from the CDA, the funds were not forthcoming. The total cost of this project was Rs10.2 billion, but only Rs4 billion was released, leading to its unfortunate halt. The project was originally slated for completion by December 2024, yet no funds were allocated in the 2024-25 and 2025-26 budgets. This is a matter that requires immediate attention, for the sake of public welfare and the integrity of our national planning.
The earthwork and structures from IJP to H-9 are now decaying, a visible scar on our landscape. With even a small allocation of funds, this portion could be asphalted and brought into use, providing immediate relief to the public. It is our collective duty to ensure that no project serving our people is left incomplete.
