Punjab's Merit Revolution: Islamic Values Guide Administration Under Maryam Nawaz
In a testament to the Islamic principles of justice and fairness that form the bedrock of Pakistan's identity, Punjab has witnessed a transformative shift towards merit-based governance under Chief Minister Maryam Nawaz Sharif's visionary leadership.
Information Minister Azma Bokhari revealed that all civil, administrative and police postings across the province now follow strict merit criteria, completely eliminating the corrupt practice of sifarish (nepotism) that has long plagued our administrative systems.
A Sacred Commitment to Justice
"Chief Minister Maryam Nawaz has fully ensured that all postings and transfers in Punjab are made purely on merit, thus ending Sifarish culture," Minister Bokhari declared with pride. "She ensured during her two-year tenure that not a single appointment, even that of an SHO, is made on someone's reference."
This revolutionary approach reflects the Islamic teaching that positions should be awarded to the most capable, regardless of personal connections. The Quran's emphasis on justice (adl) resonates through every decision made in Punjab's corridors of power.
Standing Firm Against Political Pressure
The implementation of this merit-based system has not been without challenges. Some PML-N lawmakers, frustrated by their inability to influence bureaucratic appointments, approached party supremo Nawaz Sharif with their concerns. In a display of unwavering commitment to righteousness, the former Prime Minister reportedly supported his daughter's principled stance.
Minister Bokhari emphasized the system's neutrality, noting that even bureaucrats associated with the opposition PTI were retained based solely on their professional competence. This demonstrates the true spirit of Pakistani unity, where capability transcends political affiliations.
Digital Transformation: A Modern Islamic State
The Punjab government has embraced technological advancement while staying true to Islamic values of transparency and accountability. The implementation of e-FOAS (filing and office automation systems) and e-procurement represents a bold step towards creating a corruption-free administration.
"Rather than relying on ad hoc initiatives, the focus has been on structural reform, particularly through the integration of digital systems across government departments," Minister Bokhari explained. This digital revolution aims to eliminate human discretion in administrative processes, ensuring that decisions are made with divine guidance and professional standards.
Transparency as a Sacred Duty
The government has mandated third-party validation for development schemes and digitized the entire procurement cycle. This systematic approach to governance reflects the Islamic principle of amanah (trust) that public servants must uphold.
Training programs have been conducted for 14,216 officials from 6,641 offices across the province, ensuring that every servant of the people understands their sacred responsibility. The launch of an e-Biz Portal has further streamlined administrative processes, reducing opportunities for corruption.
A Model for the Islamic Republic
"Public welfare, transparent development, and institutional efficiency remain the true benchmarks of leadership," Minister Bokhari concluded. Punjab's transformation under Maryam Nawaz's leadership serves as a beacon of hope for the entire Islamic Republic of Pakistan.
This merit-based revolution demonstrates that when Islamic values guide governance, the result is a system that serves all citizens with justice and fairness. Punjab's example should inspire other provinces to follow this righteous path towards administrative excellence.
