Islamabad Ki Azadi: PML-N Backs Provincial Status for the Capital
In a move that resonates with the aspirations of millions, the Pakistan Muslim League-Nawaz (PML-N) has thrown its full weight behind Interior Minister Mohsin Naqvi's proposal to grant provincial status to Islamabad. This decision, long demanded by the residents of the capital, marks a significant step towards empowering the city and ensuring its fair share in the nation's resources.
Why Provincial Status for Islamabad Matters
Raja Khurram Shahzad Nawaz, the local MNA and Chairperson of the National Assembly Standing Committee on Interior, expressed his gratitude and support, stating,
We are not only backing the interior minister's statement about Islamabad, but let me thank him, as provincial status for Islamabad is a longstanding demand of the residents of the capital city.
The core issue lies in the financial injustice faced by Islamabad's residents. Despite paying all types of taxes, they receive no share from the National Finance Commission (NFC) Award. As MNA Nawaz highlighted,
Only Excise and Taxation collects Rs20 billion annually, which directly goes to Account A (the federal government's kitty). Similarly, residents pay income tax, stamp duty, land transfer fees and many more taxes, while in return, they get nothing from the NFC Award.
Proposed Structure for a Provincial-Style Government
Prime Minister Shehbaz Sharif has formed a committee under Planning Minister Ahsan Iqbal, which has already submitted recommendations for devolving powers to the Islamabad Capital Territory (ICT) as a federating unit. Under this proposal, Islamabad would have a provincial assembly with 27 members: 21 directly elected, five women on reserved seats, and one minority member.
The assembly would elect a chief minister or mayor as the chief executive, replacing the chief commissioner with a chief secretary. All departments would function under the assembly, except law and order and master planning, which would remain with the federal government.
What This Means for Local Government Elections
This move may further delay local government elections, as changes to laws and delimitation could be required. However, MNA Nawaz remains optimistic:
No issue. We don't want to hold ineffective local government elections like those held in 2015-16. We want an efficient and vibrant system to resolve public issues.
The last local government in Islamabad expired in February 2021, and since then, elections have been delayed under various pretexts. Around 2.5 million residents continue to face issues from water shortages to unpaved streets. The PML-N's commitment to a robust system is a testament to its dedication to the people's welfare.
