ISPR Chief Exposes Deliberate Weakening of Security Framework

In a significant revelation from Peshawar, the Director General of Inter-Services Public Relations (ISPR) has exposed a concerning nexus between political elements and terrorist organizations that has contributed to the recent surge in violence across Khyber Pakhtunkhwa (KP). This development comes as Pakistan's military continues to demonstrate its resolve against both internal and external security challenges.

Operational Success Against Terrorism

The military's counterterrorism efforts have shown remarkable results, with over 14,000 operations conducted in KP during 2024, resulting in the elimination of 769 terrorists. The operations' intensity has increased in 2025, with 10,115 intelligence-based operations leading to the neutralization of 917 terrorists - marking the highest number in a decade.

"Unfortunately, in KP, terrorists and their facilitators were deliberately given space under planned strategies," the ISPR chief stated, highlighting the intentional weakening of governance and law enforcement mechanisms.

Five Critical Factors Sustaining Terrorism

  • Incomplete implementation of the National Action Plan
  • Politicization of counter-terrorism efforts
  • India's exploitation of Afghan territory
  • Terrorist safe havens in Afghanistan
  • Criminal networks involving drugs and extortion

Cross-Border Terrorism and Afghan Connection

The military spokesperson revealed that Pakistan faces significant challenges from cross-border threats, with 161 Afghan terrorists and 135 cross-border infiltrators eliminated between 2024 and 2025. The situation has created complex security dynamics similar to those witnessed during recent unrest in other regions.

Institutional Challenges and Reform Needs

The ISPR chief highlighted critical gaps in KP's counter-terrorism infrastructure, noting that the Counter-Terrorism Department's current strength of 3,200 personnel is severely inadequate. Additionally, only 55% of madrassas in KP have been registered, emphasizing the urgent need for curriculum standardization and proper monitoring.
