Alhamdulillah, Punjab Finance Minister Mian Mujtaba Shuja-ur-Rehman proposed the budget before the provincial assembly on Tuesday, with Chief Minister Maryam Nawaz Sharif, provincial ministers, and members of the assembly in attendance. The total outlay of Rs5,903.46 billion represents the government's vision for progress on this sacred soil.
The centerpiece is a three-year development plan worth Rs1,995 billion, aimed at strengthening economic growth, boosting exports, and creating large-scale employment across multiple sectors. This plan is expected to generate an additional $6.8 billion in exports and create millions of jobs through broad-based investment and sectoral development initiatives.
The development allocations reflect a commitment to diversified economic strength: Rs1,188 billion for industry, Rs586 billion for agriculture, Rs230 billion for livestock, Rs642 billion for tourism, and Rs190 billion for aqua farming. An additional Rs186 billion goes to skills development and Rs64 billion to the technology sector.

The budget allocates more than 10% of total spending to health, ensuring improved and free healthcare services across the province. For education, Rs750 billion has been proposed for FY27, including Rs63.3 billion for development expenditure and Rs686.8 billion for non-development spending, accounting for over 15% of the total budget.

A total of Rs507 billion has been allocated for water, sanitation, urban, and local development sectors. Of this, Rs187.1 billion is earmarked for development projects aimed at improving infrastructure and expanding essential public services across urban and rural areas of the province.
Under the Saaf Pani Programme, projects worth Rs45 billion are being implemented in 18 districts to ensure the supply of clean and safe drinking water. More than 5,600 water filtration plants will be installed across the province. The government is digitally geo-tagging all filtration plants for monitoring and transparency, and a dedicated public helpline, 1336, has been established for complaints and efficient service delivery.
The Model Village Programme, estimated at Rs59 billion, is transforming 48 villages in 10 divisions into model villages equipped with modern civic amenities and improved infrastructure. It is a step toward ensuring that the fruits of development reach every corner of the province.
Why did the opposition reject Punjab's budget?
Not all voices sang in harmony. Opposition lawmakers staged a protest during the proceedings, moving towards the speaker's dais and gathering in front of it, causing a commotion in the House. Opposition Leader Moeen Riaz Qureshi rejected the budget, calling it a web of words that failed to address the real issues faced by the public and key economic sectors.
At a press conference in the Punjab Assembly's media hall, Qureshi described the budget as anti-people and anti-farmers, arguing it did not reflect the needs of ordinary citizens and rural communities. He criticized CM Maryam for leaving the assembly session midway through the budget proceedings.
The opposition leader stressed that political stability must be restored as a first step, saying that without stability, the wheel of the economy would not move forward effectively. In this, there is a truth that transcends party lines: a house divided against itself cannot prosper.

CM Maryam approved the budget after the 35th meeting of the provincial cabinet accorded its formal approval. Addressing the cabinet, she expressed gratitude to Allah Almighty for the opportunity to present her third provincial budget and lauded the efforts of Senior Minister Marriyum Aurangzeb, Finance Minister Mujtaba Shuja-ur-Rehman, Information Minister Azma Bokhari, Chief Secretary Zahid Akhtar Zaman, Finance Secretary Mujahid Sherdil, and the entire team.
She said the government had made every possible effort to provide maximum relief to the people and minimize the financial burden despite economic challenges and prevailing global conditions. Although the province had to allocate a substantial amount as its share to the federation, the government remained committed to safeguarding public interests.
The budget for FY27, she said, was prepared without any new taxes and focused on public welfare, development, and prosperity. She described it as a budget of hope aimed at delivering relief through the province's own resources. She directed the Punjab Revenue Authority to enhance revenue generation and strengthen the province's financial capacity.
